Llegó a Montevideo a comienzos del siglo XIX y se dedicó inicialmente a actividades comerciales, hasta incorporarse a la vida pública en 1823 como miembro del Cabildo. Ese mismo año firmó el manifiesto del 22 de enero dirigido a los pueblos de la Provincia Oriental, en el que se exhortaba a rechazar la dominación del Brasil. Tuvo un rol activo en el proceso de organización del Estado independiente. En 1829 integró la comisión de Registro Estadístico del Estado y, posteriormente, ocupó cargos de responsabilidad en el gobierno provisorio. En 1831 fue designado Ministro de Hacienda en el primer gobierno constitucional de Fructuoso Rivera, y también ejerció como contador de la Aduana de Montevideo. Renunció a este último puesto para unirse al campo sitiador del Cerrito durante los conflictos de la época, donde falleció, dejando testimonio de su compromiso con el nuevo país en gestación. Nacido en Buenos Aires hacia 1782, cursó estudios en el Colegio de Monserrat y en Chuquisaca, donde se graduó como bachiller en Teología y en Cánones. Completó su formación en España, donde obtuvo el título de doctor en Derecho. Desde 1804 vivió en Montevideo, donde actuó como asesor jurídico del virrey Francisco Javier Elío. Su posición lo llevó a ser perseguido por las autoridades coloniales por su simpatía hacia la causa de la independencia, vinculándose más adelante con Mariano Moreno y colaborando con el artiguismo. Tras varios exilios y conflictos, ocupó funciones en Buenos Aires y Montevideo, incluida la Fiscalía General del Estado en 1828. En 1829 fue designado Ministro de Hacienda del naciente Estado uruguayo, en el marco del gobierno presidido provisionalmente por Joaquín Suárez. Su paso por la cartera económica se enmarcó en una etapa de institucionalización y ordenamiento fiscal, en un contexto de país recién independizado. La gestión de Obes tuvo como objetivo sanear las finanzas del Estado y sentar bases normativas para la administración pública.
